How homes are allocated
Applicants are generally selected in a priority order set by Cornwall Council’s Homechoice Allocations Policy, updated in April 2025.

Local connections
More than 95% of social housing in Cornwall is allocated to people who have a local connection to the area.
Most of our homes are covered by planning obligations, known as Section 106 agreements, which include a local connection requirement. This means homes are usually offered to people with a connection to a specific town, parish or the county, with priority given to those with the strongest connection to the local parish.
We carefully check that applicants meet the local connection criteria before they are offered a tenancy. This involves providing evidence such as utility bills, council tax records, school correspondence or other official documents that show a connection to the area.
The exact requirements vary between Section 106 agreements, but typically applicants may need to have lived in the parish for the last three years, or have previously lived there continuously for at least five years.
