Coastline Housing is governed by a Board including customer representatives, independent directors and co-opted directors.

Mark Duddridge

Group Chair

Joined the Board: 01/04/21


Background: Mark is a highly successful business leader with a proven track record of creating and delivering high performing, multi-disciplinary leadership teams.  He is also Chair of the Cornwall and Isles of Scilly Local Enterprise Partnership whose role is to develop and agree the economic development strategy for our part of the world, primarily with central government; to work on developing partnerships to advance opportunities and to deliver structural investment, be it in capital projects or around skills and inclusion. 

John Waldron

Non-Executive Director

Joined the Board: 01/10/13


Other positions held within Coastline Group: Chair of the Property & Investment Committee.


Background: John retired after 45 years in the property industry in the South West with extensive business management, sales and development experience.


Other interests: Spending time with my wife, four grown-up children and a growing number of grandchildren. I also enjoy playing golf, travelling and moorland walking.

Sue Roberts

Non-Executive Director

Background: Five years as an involved customer with Coastline Housing on various Action Teams and Sounding Boards.


Other interests: Visiting my family, especially my grandchildren. Volunteering with CHSW, Helston Railway and Helston Museum. I also sing in a local choir. I enjoy crafts and reading to relax.

Philip Bearne

Non-Executive Director

Other positions held within Coastline Group: Chair of Coastline Services Board; member of the Customer Experience Forum.


Background: Philip spent most of his career in construction, initially as a quantity surveyor and then managing companies, whose work included the refurbishment, repair and development of social housing. He also has experience of speculative development of homes.


Before joining Coastline he was on the DCH operations Board for almost three years. He is also Chair of the Community Land Trust in his home village with the aim of providing affordable rural homes, and is a Member of the Chartered Institute of Housing.


Other interests: A keen long-standing member of Rotary, with an interest in the Shelterbox charity, a follower of motorsport and enjoys working on the redevelopment of his own home.

Steve Harrison

Non-Executive Director

Background: Steve has 37 years of experience in all aspects of policing in Devon & Cornwall and Northern Ireland. He brings to the Board expertise in relation to performance, organisational and risk management, community and partnership engagement, with a strong emphasis on customer focus.


Other interests: Golf, supporting local sport, and family time.

Karen Harris

Karen Harris

Background: Karen was born and brought up in Cornwall and has worked in senior board positions for over 20 years in both Finance and Operations within international financial services. On her return to Cornwall she has taken on roles within a number of local charities.


Other Interests: Singing, travel, reading and informal history study.

Andrew Moore

Non-Executive Director

Background: Andy has worked for more than 40 years for housing associations and housing charities, including 20 years as Chief Executive of a Cornish housing association. He is a Non-Executive Director of Hastoe Housing Association.


Other interests: A keen runner and tennis player, he is a local parish councillor and volunteers with his local village hall. 

David Barlow

Non-Executive Director

Joined the Board: 01/01/22


Background: David is a chartered accountant having trained and qualified with KPMG.  He joined Penwith Housing Association prior to the transfer from the local authority in 1994 and was promoted to the position of PHA Director of Finance in 1997. His final career position as LiveWest Director of Business Finance was created as part of the amalgamation of the DCH group with Knightstone Housing Group in April 2018 and the formation of a group finance department. 


Having been involved in the provision and delivery of social housing services at Director level primarily within Cornwall for 25 years, David has built up considerable knowledge of the formulation, implementation and delivery of strategic plans and objectives in a variety of central and local government environments. This experience has enabled him to understand the complexity of social housing in terms of the potentially competing requirements of the need to provide new homes and that of the provision of services to existing residents. This experience will enable him to be able to contribute effectively to the formulation and delivery of the current and future Corporate Plans. 

Kelly Kemp

Co-opted Non-Executive Director

Joined the Board: 01/01/22


Background: Kelly has been a customer of Coastline Housing for over nine years and recently joined the Board having previously been appointed to the Customer Experience Forum since its introduction in January 2020. 


While studying for her degree, Kelly became interested in people’s lives and the way in which they access services available to them. It gave her an insight into external factors that can have a profound effect on people's lives and that of the younger generation and those who are exposed to difficult environments.


Kelly has a BSc (hons) in Social Science and subsequently studied paradigms and theories surrounding the sense of community. She has academic knowledge and understanding of overarching theories and the implementation of policies and procedures that can affect social housing. More recently Kelly has been accepted onto a level 4 course run by the Chartered Institute of Housing which will help to broaden her knowledge. 

Ben Treleaven

Co-opted Non-Executive Director

Joined the Board: 01/01/22


Background: Having always had what they call the “entrepreneurial spirit”, Ben quit his full-time job in 2012, and setup ISO Spaces with his still Business Partner, Gregg Curtis. What began as a business designing and building hospitality units from recycled shipping containers, now delivers full turnkey housing solutions, focusing on social housing and temporary accommodation.  ISO Spaces has always focused on growth, progressing from two people in a shed in Devoran, to the number ten ranking on The Sunday Times Fast Track 100 in 2019, becoming the tenth fastest growing business in the UK.


Along with ISO Spaces, Ben is the COO of Modular Mapper, and Finance Director of CargoTek. Over the past five years specifically, he has worked with a range of housing associations, local authorities, charities and registered providers, for the design and delivery of various housing projects, building, delivering and installing over 1000 modular homes, in areas such as London, Milton Keynes and Cardiff. This has given Ben a real in-depth understanding of the housing crisis here in the UK, along with many ideas of how we can help to solve it. 


Growing Cornish talent is something Ben is very passionate about.

Charles Pears

Joined the Board: 01/03/21


Other positions held within the Coastline Group: Member of the Audit, Risk & Assurance Committee (previously an Independent Member from 01/07/20).


Background: Charles is from a rural background though spent much of his career in the city in senior leadership roles in banking, insurance and investments.  He is a Non-Executive Director of Cornish Mutual Assurance.


Other interests: In addition to spending time with his wife and children, Charles is interested in rare breed poultry which he breeds and judges, along with a range of outdoor pursuits. 

Allister Young

Chief Executive

Allister originally joined Coastline as Director of Finance in 2012, before becoming CEO in 2014.  


After studying Physics at the University of Edinburgh he qualified as a chartered accountant with PricewaterhouseCoopers in London. His previous roles include Assistant Director of Finance at the Peabody Trust, and Director of Finance & Resources at Tree Aid (an African development charity).  


He is a board member of PlaceShapers (a national family of placed based social housing organisations), and a member of the Cornwall Strategic Housing Group and the National Housing Federation’s Sustainability Strategy Group.
